Hobsons Bay: a four-year Children’s Plan (2009-2013) 
Hobsons Bay City Council has launched a four-year plan (2009-2013) to promote a CFC approach inside its territory. This initiative is the result of a consultation process, started in December 2008 and completed in March 2009, which aimed to explore together with children, their families and their communities how Hobson Bay could become a CFC. The City Council staff carried out three consultation activities (Children’s Workshops; Community Surveys; Focus Group) which involved a total of 264 participants. The information obtained throughout the consultation allowed for the elaboration of a Plan of Action which focuses on five main themes: Safe and Accessible Environments; Caring and Inclusive Community; Child Friendly Services and Facilities; Informed and Active Children and Community; Nature, Parks and Play Spaces.

Commission for Children and Young People and Child Guardian (CCYPCG), Queensland Government 
The Commission for children and young people was established in 2000 to protect the rights, interests and wellbeing of all Queenslanders under 18 years of age. The Commission promotes child (and youth) friendly communities through its core functions, which, in accordance with the Commission for Children and Young People Act 2000, include:

  • Advocating for the rights, interests and well being of children and young people under 18 years of age;
  • Administering a State-wide community visitor program to provide advocacy and support services to children and young people in youth detention centres, authorised mental health services and out of home residential care;
  • Receiving, seeking to resolve and investigating complaints about the delivery of services provided to children and young people subject to orders or intervention of the Department of Families;
  • Establishing youth and other expert advisory committees to advise the commissioner about specific issues related to children and young people.
  • Monitoring and reviewing laws, policies and practices relating to the delivery of services to children and young people or that otherwise impact on them;
  • Administering employment screening for child-related employment;
  • Conducting and coordinating research into issues impacting on children and young people.

Among specific projects undertaken by the Commission there are:

  • The production in 2002 of a "Blueprint for a Child and Youth Friendly Commonwealth", which records the views of young people obtained at the Commonwealth People’s Festival in October 2001;
  • The development in 2003 of a “Working With Children Kit” for non-government agencies, which provides advice to strengthen capacity of people working with children;
  • The creation of a "Youth Parliament".

In 2006 the Commission started a specific programme on child friendly cities. It carried out a consultation with the other stakeholders interested in promoting the development of a CFC approach in Queensland and, based on findings, it elaborated a document which describes the key elements for advancing a CFC agenda: legislations; housing affordability; welfare reform; work-life balance; stronger government awareness; catering for age, gender and culture differences; effective engagement with local communities; media support; co-ordinated efforts. This paper (downloadble from the CFC Database) was presented at the Creating Child Friendly Cities Conference, which took place in Sidney on 30-31 october 2006. 
The Commission continues undertaking participatory research with children, giving a special attention to vulnerable groups: young people in residential care or in detention centres, people living in country areas, etc.

Children’s Services Outdoor Play Design Brief, 
The Playground and recreation Association of Victoria (PRAV) represents the play sector on the Australian Standards Committee and provides expert advice on playground Standards. It also collects, disseminates and exchanges information about play and play environments; conducts training programs on planning, design, management, and maintenance of play spaces; provides telephone and email advisory service on play development issues; promotes research into the safety of playgrounds, use of playgrounds and their value; promotes better design of play spaces; facilitates risk assessment of playgrounds and play equipment; provides a resource for, and supports the play industry. The Association has worked on the “Designe Guide for Outdoor Play for Children’s Services”. The Guide was finally published in April 2007 and has been launched through 2 seminars in Richmond and Dandenong, organized and conducted by PRAV. This document provides information about the planning, design and maintenance of outdoor play spaces in Victoria. It has been developed to inform decision making in the development of outdoor play spaces and in the modification and upgrading of existing spaces.

The current project is set to update the Outdoor Play - a Design Guide for Children's Services Centres (1991), investigate current issues in the provision of outdoor play opportunities for children, and develop a Design Brief that addresses current issues.
