The Estonian National Committee for UNICEF joined the Child Friendly Cities movement in 2004 to recognize and acknowledge cities that are committed to fulfilling children’s rights. In order to compete for the title of a Child Friendly City, a city must first submit an application that includes a summary of the action plan developed by the city to become child friendly and a list of working group members. The Estonian National Committee for UNICEF and a joint committee, consisting of city officials, journalists, children, young people, and company representatives, then evaluate the fulfilment of participation requirements and achievement of objectives set by the city. The Estonian National committee for UNICEF conducts three surveys among children, citizens, company executives and guests of the city, and meets three times with the advisory evaluation committee before announcing the results to city governments, citizens, and the press. The title is awarded for three years, after which time if the city continues to fulfil the requirements, it will be granted for another three years. Five cities were awarded the title in 2004, four in 2005, and two more in 2007.
