Child Friendly Cities Initiative Project, Port Harcourt 
Launched in 1999, the Child Friendly Cities Initiative project in Port Harcourt aims to improve the quality of life for urban poor children. It also aims to ensure that government authorities and local communities in Port Harcourt accomplish tasks defined in the Local Plan of Action, and strengthen their capacity to do so once the project cycle ends. An urban development programme was introduced in UNICEF's 1997-2001 Country Programme and attempts were made to implement CFCI objectives in six cities, including Port Harcourt. Port Harcourt City Local Government Authority (PHALGA) is responsible for the six CFCI project communities: Bundu, Enugu, Eagle Island, Gambia, Egede and Elechi Beach. The project attempts to build institutional capacity and good governance at the local level to create and maintain an environment that is supportive to children. It advocates an integrated dual approach to urban development, where community based efforts are coordinated with local government activities. The main problem addressed by Child Friendly Cities in general and this specific project is the lack of institutional capacity and good governance. A draft final report has been prepared to discuss every aspect of the project and make recommendations for its continuation.
