CFC Research workshop

Within the framework of the Child Friendly Cities (CFC) research initiative, the workshop “Assessing and Monitoring Child Friendly Communities and Cities – supporting advocacy and capacity building in local governance” will be held in Rome on Nov 25-27, 2009, organized by UNICEF IRC and Childwatch in collaboration with the Children’s Environments Research Group of the City University of New York and the Italian National Committee for UNICEF. The workshop is aimed to establish a common understanding of the protocol and toolkit for the multi-country research study, in addition to facilitating the exchange of experiences with regard to local governance and child rights practices. Participants will include UNICEF focal points, local researchers and municipal officers from the 11 countries participating in the research initiative: Brazil, Philippines, the Dominican Republic, India, Russia, Jordan, Sudan, South Africa, France, Italy and Spain, as well as international researchers, and representatives of DevInfo and UNICEF headquarters.

UNICEF Desk Review on Child Friendly Cities and related initiatives

The UNICEF Private Fundraising and Partnership - Child Advocacy and Education Section in Geneva and the Innocenti Research Centre, with the collaboration of the Adolescent Development and Participation unit in New York , are undertaking a Desk Review on Child Friendly Cities and related initiatives, promoted and supported by UNICEF Country Offices and National Committees. The study aims to provide a stocktaking of active CFC-related initiatives globally, highlighting progress attained, outcomes and lessons learnt. The scope will be global and the analysis will focus on all initiatives promoting child rights governance and the implementation of the UN CRC at the municipal level. It is expected that the study will be completed in the first months of 2010. It will be an important background document for further discussion for programmatic recommendations and future strategies for UNICEF.

The methodology used consists of a review of the annual reports of UNICEF Country Offices and National Committees in addition to the analysis of the responses submitted to a questionnaire which is posted on this website.

UNICEF Municipal Seal of Approval – Implementation elements for other Latin American countries

The UNDP and UNICEF – Local Governance and Children’s Rights initiative have launched a new publication which summarises the step-by-step process and the elements of replicability of the UNICEF Brazil’s Municipal Seal of Approval. The Seal is a mobilization and community strategy with a strong component on monitoring and evaluation, which aims to promote the realization of children’s rights and the MDGs at the local level.

Launch of the Initiative Platform for Urban Centres in Brazil

July 2009 – Brasilia

On July 7 and 8, UNICEF Brazil and local partners (among them the Governments of the States of Rio de Janeiro and Sao Paulo; the provincial administrations of the two cities; the Ministry of Social Development and Fight against Hunger; the Ministries of Justice, Education and Sports; the private sector and a number of civil society organisations) launched the first phase of the “Platform for Urban Centres” (PUC) in the cities of Sao Paulo and Rio. The launch was attended by Nils Kastberg, Regional Director for UNICEF in Latin America; Marie-Pierre Poirier, Representative of UNICEF Brazil; the Mayor Gilberto Kassab in Sao Paulo and the Governor Sérgio Cabral in Rio de Janeiro, accompanied by UNICEF ambassadors and celebrities. Participants included representatives from the federal government, the state and municipal authorities, civil society organisations and private enterprises from the 126 communities involved in the first edition of the initiative. The initiative will start in the cities of Rio de Janeiro, Sao Paulo and Itaquaquesetuba, in the State of Sao Paulo.

The Platform is a national initiative promoting articulation, strengthening and development of public policies, actions and programmes geared to the realization of children’s rights and the reduction of disparities in the Brazilian larger cities. The idea is to ensure a wide mobilisation of public administrations, civil society and the community to promote their joint engagement in the realization of children’s rights, through the creation of opportunities for participation, capacity building and continuous monitoring and participatory assessment of performance. A certification process has been established to acknowledge the communities and cities’ progress in relation to predefined goals. The certification process lasts 4 years at the end of which cities are awarded the UNICEF International Certificate at an event of public visibility.

New proposal of accreditation of Child Friendly Municipalities in the Dominican Republic

June 2009 - Santo Domingo

The Inter-institutional Technical Committee for Decentralization, with the support of UNICEF, recently held a workshop to review the initiative Child-Friendly Municipalities (MAN) in the Dominican Republic. The Committee comprises the partners in the MAN Initiative: National Children and Adolescents Council (CONANI), Commission for State Reform (CONARE), Dominican Municipalities’ Federation (FEDOMU) and the Ministry of Economy, Planning and Development (SEEPYD).

At the June event, a new proposal of criteria was submitted to accredit municipalities that have shown an improvement in the quality of life of their children and adolescents. The initiative consists of recognizing municipalities that meet objectives in areas such as young people and children’s health, education, and participation, and therefore fulfil a municipal work plan for children and adolescents. Prizes and recognition will be awarded for achievements in indicators such as a reduction in infant mortality and an increase in school attendance rates. A monitoring system will guide the work of municipal actors. The objectives of the initiative are rooted in the Convention on the Rights of the Child and the Millennium Development Goals and are based on Dominican Republic Law 136-03 on the Children and Adolescents Rights Protection System and on Law 176-07 on municipalities. More workshops are planned with participation of local bodies and members of Youth and Children’s municipalities to finalise the new Municipal Accreditation Strategy.
